A schedule of classification and rates will be prepared jointly by the two Administrations. In general the through rates will be the sum of the rates of the Sections but whenever owing to com- -petition or other circumstances such as the joint rate being too high to enable the Traffic to move a reduction to a fair rate is demanded. Such reduction will be made proportionately between the two Sections provided that by so doing the ratio of rates per mile of the two Sections does not fall below the ratio of the trough passenger

fares.

If possible for a through Goods Traffic to Sheklung or Canton a certain amount of Goods Stock should be set aside in pro- -portion to the mileage for the purpose and marked Joint Through Stock. Such Stock should be stabled at Canton and Hongkong and while not in use for through running may be use for Local requirements provided XX hire be paid thereon to a Joint Account by either side at agreed on rates and provided no detriment to the through traffic occurs. For txx: Local Goods and in addition to the above as far as can possibly be arranged owing to the limitations of Stock the interchange of Goods Stock should be unrestricted.

Transhipment platform must be erected at Shanchun. It is optional to the receiving line to tranship at Junction if the load is less than half the capacity. In such case than there is no charge for detention under 12 hours. Transhipping should be done by a Contractor and each Section debited with the amount done. Accounts being kept by the Station Agents (in this con..ection Joint Working would have obviated a double staff here).

Now as the hire of stock not jointly set aside in either case 40 hours free should be given. If a back load offers 72 hours and the price should be a minimum of 20 cents for every ten mile for a single bogie. Any detention over above subject to the demurrage charges of the Railway.
